Sebastian Greenlights Massive 900-Home Cresswind Active Adult Community

The landscape of Indian River County is set to experience a significant transformation as plans for the massive Cresswind development in Sebastian move steadily forward. Following a unanimous Thursday evening vote by the Sebastian City Council, two crucial regulatory hurdles were officially cleared for the proposed 900-home, age-restricted community.

The council gave the green light to a large-scale comprehensive plan future land-use map amendment, alongside a rezoning and conceptual planned unit development plan. Prior to these approvals, the property operated under an Indian River County agricultural designation. The newly passed measures will shift the future land-use designation to Very Low Density Residential and update the zoning to Planned Unit Development-Residential. This essential vote follows a previous council decision to annex the expansive site into the city limits—a move proponents argued would grant Sebastian direct oversight and planning control over how the parcel is ultimately developed.

Spearheaded by Kolter Group Acquisitions LLC, the Cresswind project is designed to cater exclusively to residents aged 55 and older, bringing a massive influx of single-family detached homes to the local real estate market. The sprawling 382.48-acre site is strategically situated within the following boundaries:

  • East of 82nd Avenue
  • West of 78th Avenue
  • South of 69th Street
  • North of the Sebastian River Improvement District Ditch Sublateral C-8-E

Conceptual blueprints and recent architectural renderings depict a master-planned community tailored for active adults. The site data outlines a well-organized layout featuring residential neighborhoods, scenic lakes, ample open spaces, and a dedicated amenity center. To manage the immense scale of the project, construction is slated to unfold systematically across five distinct phases:

  • Phase One: 224 single-family units
  • Phase Two: 180 single-family units
  • Phase Three: 160 single-family units
  • Phase Four: 176 single-family units
  • Phase Five: 176 single-family units

While the developer and city officials prepare for the next steps in bringing this 55-and-older community to life, the sheer size of the Cresswind community has sparked vital community discussions across the Treasure Coast regarding the region’s ongoing development boom.

The project has drawn concern from some residents and preservation groups over traffic, infrastructure and the pace of growth in Sebastian.

Despite these ongoing local concerns regarding regional infrastructure and the environmental impacts of rapid expansion, the council’s unanimous approval signals a definitive commitment. With the annexation, land-use, and rezoning approvals now secured, Sebastian is positioned to guide this major senior living addition through its upcoming construction milestones.
