The landscape of one of Indian River County’s most popular waterfront destinations is set for a major transformation. In a move that promises to revitalize the local community hub, the Sebastian City Council has voted to approve “Concept C” for the extensive renovations of Riverview Park along the Indian River Lagoon.
This decision, reached via a 3-2 vote on Wednesday, settles a significant debate regarding the flow of traffic and pedestrian safety within the park district. While many residents advocated for the permanent closure of Harrison Street to create a seamless, vehicle-free zone (Concept B), the Council ultimately decided to keep the street open. To address safety concerns, the approved plan incorporates an extended speed table—a flat-topped speed hump designed to slow traffic significantly—rather than blocking vehicles entirely.
Parks and Recreation Director Richard Blankenship presented the options, noting that while Concept B offered a unified park experience by closing the road, Concept C provides a balanced approach.
We would close it during special events like we do now, but it wouldn’t be a permanent closing.
New Amenities and Major Upgrades
The renovations, supported by $3.2 million in grant funding, are designed to enhance the quality of life for residents and visitors throughout the Treasure Coast. The approved master plan includes several high-profile additions and logistical changes:
- Permanent Amphitheater: The current portable stage will be replaced with a permanent structure, solidifying the park’s status as a premier venue for concerts and festivals.
- Relocated Splash Pad: The splash pad will be moved to the north side of Harrison Street, placing it closer to the new playground for easier parental supervision.
- New Playground: Modern equipment will replace the aging play structures.
- Twin Piers Development: The sand volleyball courts currently located in the main park will be shifted across Indian River Drive to the Twin Piers area, which will also see pier enhancements and improved landscaping.
- Infrastructure Improvements: The plan includes expanded overflow parking, new sidewalks, additional picnic pavilions, and upgraded utilities.
Timeline for Construction
Residents eager to see these changes will need to be patient, as the project will be executed in phases over the coming years.
Phase I focuses on the playground, splash pad, overflow parking, and pavilions.
- Design and Permitting: January 2026 – September 2026
- Bidding: October 2026 – December 2026
- Construction: March 2027 – March 2028
Phase II includes the construction of the permanent amphitheater and the Twin Piers developments.

Funding for the ambitious project is secured through the Florida Inland Navigation District and a Land and Water Conservation grant. City officials have stated that these upgrades align with Sebastian’s strategic plan to boost the area’s appeal, ensuring Riverview Park remains a versatile and vibrant location for decades to come.
