Vero Beach is making waves with its ambitious municipal infrastructure upgrades, and local residents have reason to be optimistic. The city’s massive, futuristic water treatment project—officially dubbed the One Water Campus—is currently running ahead of schedule. Buoyed by a recent financial injection, the development promises a brighter, cleaner future for the Indian River Lagoon and the community at large.
In a major victory for local taxpayers, the Florida Department of Environmental Protection recently awarded Vero Beach a monumental $25 million grant. This funding comes courtesy of the Resilient Florida Program’s Statewide Flooding and Sea Level Rise Resilience Plan. According to Water and Sewer Director Rob Bolton, this new grant pushes the city’s total state and federal grant funding to an impressive $66 million.
With the addition of this $25 million grant, the city’s out-of-pocket costs for the design, construction, and outfitting of the $164 million facility have been driven down to less than $100 million before interest.
The One Water Campus, strategically relocated to city-owned land near the intersection of U.S. 1 and Aviation Boulevard, is designed to be the ultimate hub for all municipal water needs. The state-of-the-art facility will seamlessly integrate wastewater treatment, stormwater reclamation, and drinking water purification.
Construction milestones are already being celebrated on-site. Sitework, which included the installation of drainage and lime beds, began last year. Now, the project has reached its first major physical completion point:
- Maintenance Headquarters: A 100-foot-long, 3,750-square-foot steel structure is finished and awaiting its certificate of occupancy. This vital building will house the city’s staff electricians, mechanics, a dedicated workshop, and 2,500 square feet of warehouse space to protect sensitive equipment arriving soon.
- Administration Building: Set to break ground in August, this two-story, 11,115-square-foot facility will serve as the operational brain of the campus.
- Reclaimed Water Storage: A massive 4-million-gallon storage tank will commence construction this fall, greatly expanding the area’s water reclamation capabilities.
Moving the aging 1977-era water treatment plant away from its current vulnerable position at the western edge of the 17th Street Bridge is a massive ecological and urban planning win. The old plant has long been a storm hazard and a pollution risk to the ecologically sensitive Indian River Lagoon. Once the old site is decommissioned and torn down, it will unlock prime riverfront real estate for the highly anticipated Three Corners mixed-use development project.
Ecologically, the new plant represents the cutting edge of global water technology. By utilizing an advanced reverse-osmosis purification system, the campus will dramatically reduce the levels of harmful nitrogen and phosphorus entering local waterways. Historically, excess amounts of these chemicals have triggered devastating algae blooms, smothering vital seagrass, and threatening local wildlife, including bottlenose dolphins and manatees.
Despite the influx of grant money, creating a world-class utility infrastructure does come with an unavoidable financial impact on the community. The total $164 million budget accounts for the $142 million water reclamation facility, $11.8 million in contingency funding, and $10.2 million for supplementary buildings and infrastructure. To fund the remainder of the project, the city plans to seek $125 million in bond financing in February. This bond will also allocate $25 million specifically to upgrade existing drinking water plants to better filter out per- and polyfluoroalkyl substances, widely known as forever chemicals.
To service this long-term bond debt, utility rates for Vero Beach, Indian River Shores, and the incorporated south island areas will see a phased increase. Following a utility rate study by the consulting firm Raftelis, the Vero Beach Utilities Commission unanimously approved a tiered rate hike starting this October. The increases will roll out over four years and include:
- A 27-percent increase in drinking water rates.
- A 45-percent increase in wastewater charges.
- A 60-percent jump in the price of reclaimed water.
For the average utility customer consuming around 4,000 gallons monthly, bills are projected to rise from the current average of $84 per month to approximately $122 per month by the year 2030. While utility rate hikes are rarely popular, these adjustments are viewed as a necessary step to secure the region’s environmental health, improve drinking water quality, and guarantee infrastructure durability.
With construction humming along smoothly, Bolton and his team project that the revolutionary One Water Campus will be fully operational by early 2028, setting a new standard for coastal Florida living and environmental stewardship on the Treasure Coast.
